TERMS OF REFERENCE

Section A - Finance:

  1. The Committee shall review the monthly Component Financial Statement on an ongoing basis and provide comment to the National Executive as required.
  2. The Committee shall provide costing on any and all items referred to it by the National Executive or the National President.
  3. All requests for funding for locals, except grants to new locals shall be submitted to the Standing Finance Committee for review and recommendation to the National Executive.
  4. The Committee shall review the proposed Component budget prior to submission to the National Component Triennial Convention Finance Committee. (09/07)
  5. All non-budgetary items shall be referred to the Standing Finance Committee for recommendation back to the National Executive.
  6. The Committee shall review the Component's Annual Audited Financial Statement prior to submission to the National Executive.
  7. The Committee shall review overtime incurred.
  8. In the event of a dispute over Executive expenses, such matters may be referred to the Standing Finance Committee for recommendation back to the National Executive.
  9. A member of the Standing Finance Committee shall sit as a management team member of the National Component negotiating team with staff. (09/07)
  10. The Standing Finance Committee shall review any and all other matters which may be referred to it.

Section B - Human Resources (04/08):

The Human Resources Committee of the National Component will be responsible for:

  1. Reviewing positions taken by the National President and/or the team of national officers on questions of management with respect to the staff of the National Component, and make recommendations;
  2. Reviewing and making recommendations on succession planning policies for the Component;
  3. Reviewing and making recommendations on professional development and training policies for component employees;
  4. Reviewing and making recommendations on other human resources policies with the aim of ensuring good labour relations and practices within the Component;
  5. Making recommendations with respect to establishing employer bargaining demands in negotiations with the Alliance Employees Union;
  6. Ensuring that employee complaints or other workplace issues are dealt with in a fair, efficient and timely manner;
  7. Providing assistance and/or direction on staff grievances when requested by the national officers.

The Committee will report directly to the National President on sensitive issues, such as individual complaints or grievances, and to the National Executive on policy issues.
