By-Laws & Policy Committee
TERMS OF REFERENCE
- In periods between conventions, the By-Laws Committee will take notes of sections of the By-Laws which are causing difficulty.
- Make recommendations for changes to the National Executive prior to each Triennial Convention. Such recommendations must outline the reasons why changes are considered advisable.
- To review amendments made, as a result of Convention, to the By-Laws, Regulations, Policies and Guidelines.
- The Committee will be charged with the responsibility of preparing Policy Papers on any subject matter which is referred to it.
- The Committee will review all Policy Papers on an ongoing basis to make recommendations to the Executive for changes to these policies to more accurately reflect the needs of our members.
- The Committee will look into the problems experienced by Local Executives and their Locals.
- Any member of the National Executive, including Assistant Regional Vice-Presidents, when in town, may attend the Committee meeting with voice and no vote. Prior approval should be sought from the Chair(s). The Committee Chair(s) will have the discretion to modify the role and participation of non-committee members.
- Should a member of the Committee not be available, an Assistant Vice-President or Regional Vice-President, from that Region, may replace them on the committee with voice and vote.
- Should the Chair(s) of the Committee be absent from the Executive Meeting, the Committee Members will decide amongst themselves who will present the report of the committee.
- Quorum for the Committee is 50 percent of established committee members.
